PAS Hong Kong and Macau invites proposals for programs that strengthen cultural ties between the U.S. and Hong Kong and the U.S. and Macau through cultural and exchange programming that highlight shared values and promote bilateral cooperation. All programs must include a U.S. “element” or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives and build partnerships.

Grant conditions & requirements

The following types of projects are not eligible for funding: • Projects relating to or involving any partisan political stance or activity; • Charitable or development activities; • Construction projects; • Projects that support specific religious activities; • Fundraising campaigns; • Lobbying for specific legislation or programs; • International travel, unless specifically justified within the proposal as being integral to the project; • Commercial activities and projects (including publications); • Scientific research; • Projects intended primarily for the growth or institutional development of the organization; or • Projects that duplicate existing projects.
