The Arts Capacity Development Funding Scheme (ACDFS) is a government-initiated program managed by the Advisory Committee on Arts Development. Its primary mission is to strengthen Hong Kong’s "cultural software" by providing large-scale, multi-year funding to help arts groups scale their professional operations. Unlike regular project grants, the ACDFS focuses on tripartite partnerships between the Government, arts groups, and the private sector. It is specifically designed to supplement existing funding by targeting innovative, high-impact projects that contribute to four core goals: Capacity development of arts practitioners/groups. Programme/content development. Audience building. Arts education.
