Disaster Relief Fund Advisory Committee

To be eligible for a grant from the Disaster Relief Fund (DRF), an applicant must be a non-governmental organization (NGO) or a relief agency that can demonstrate the capacity and expertise to deliver humanitarian aid. The specific criteria include: Organizational Status: The applicant must be a recognized relief organization or charity with a proven track record in providing emergency disaster relief. Geographic Scope: The proposed project must provide aid for a disaster that has occurred outside of Hong Kong. Relief Capacity: The organization must provide evidence of its ability to execute the relief work effectively in the specific disaster-stricken area, often through existing local networks or field teams. Non-Profit Principle: The funds must be used exclusively for the specified humanitarian relief project (such as providing food, water, shelter, or medical supplies) and cannot be used for the organization’s general administrative overhead or long-term development projects. Auditing and Transparency: Applicants must agree to comply with strict monitoring and reporting requirements, which include submitting an evaluation report and an audited account for each project upon completion.

Conditions of Grant - Individual grants should take the form of one-off cash payments. - The grant should be given to the government concerned or to a reputable relief organisation in the field. - Up to 5% of the grant may be used to cover overheads or other administrative costs. The rest should be spent entirely on disaster relief services and activities. - The government/relief organisation concerned should be required to submit an evaluation report and/or an audited account as appropriate to the Government of the Hong Kong Special Administrative Region on the use of the grant within a specified period.
