Its primary mission is to provide a swift and structured response to international appeals for emergency aid following natural disasters that occur outside of Hong Kong. Acting as the administrative backbone, the Administration Wing of the Chief Secretary’s Office serves as the Secretariat, vetting applications from relief organizations and monitoring the disbursement of funds to ensure accountability. By utilizing both conventional and fast-track funding pathways, the provider facilitates the delivery of essential supplies—such as food, water, and medical kits—through reputable NGOs, reinforcing Hong Kong's role as a proactive participant in global humanitarian efforts.
